Class 6. Our Services


Cheltenham and Tewkesbury PCT is responsible for identifying the health needs of, and providing services to the people who live in and around Cheltenham and Tewkesbury. The PCT examines health trends and opinions of local people to decide whether services currently provided are appropriate or if they need to be changed. It identifies whether there are shortfalls or whether new services are required. This information is then collated into a local development plan that will be used to deliver service change that the health needs of the local population require.



Recent Decisions


Decisions about the PCTs services or development are taken by the Board and reference should be made to the board agendas, reports and minutes.


Clinical Services

The Cheltenham and Tewkesbury PCT employ approximately 160 community nurses of all grades, which in the majority, are attached to GP practices. Within the PCT area are 66 Practice Nurses who are directly employed by the General Practitioners, and as a PCT we hold direct responsibility for induction programmes for this professional group and allocation of educational places through the University of West of England (UWE). The PCT also directly employs the nursing staff attached to the Riverside Practice in Evesham via a SLA, which is due for review by March 2003.

From January 2005 the PCT became responsible for the provision of primary care out of hours services. This replaces the old practice based ‘co-operative’ arrangements with CheltDoc and SalDoc. Decisions about transition to this new service were taken by the Board and reference should be made to the board agendas, reports and minutes.

Performance of the PCT lead out of hours service will be measured against the National Out of Hours Standards and will be reported to the Board. Reference should be made to the board agendas, reports and minutes.

Clinical Governance arrangements for Out of Hours are delivered through the wider PCT Clinical Governance arrangements.



Service Strategy - Local Delivery Plan

PCTs for the first time have been advised of funding allocations for a 3 year period. We have as a result, produced a local delivery plan for the period 2003-2006. This sets out our vision for the future, key strategic priorities and plans for health improvement and service development. Each section of the plan sets out what we know about local residents health and their use of services, the national and local targets to be met and plans for change and development.

The plan has been developed by the Professional Executive Committee following work with local partners (statutory and voluntary and local communities). With the plan are our 3 year investment plans. The first year of implementation for the plan is set out in our annual work programme.

Non Clinical Services

Non-clinical services include estates, procurement, information technology services and human resources (personnel). These services are not directly provided by the PCT, but are part of Service Level Agreements (SLAs) with other organisations, some of which are still being developed. A full list of existing SLAs is available through the Publication Scheme Manager. The contact details for the directors for each of these services are listed below. Overall responsibility for these services, within Cheltenham and Tewkesbury Primary Care PCT, remains with the Board.
